Strong arm is not a nice game. I see only one way to solve this mess, remove all those that broke the law in passing this billing illegally and for every death that comes from it a charge of murder. Not even a national of America and did all this damage. Not much damage if removed and all he signed is stricken from the records. The bad debts of the treasury would be hold by the top share holders and founders (the queenie-poo and the bushes +++) and not the Americans.
