Okay, the IPS Patch isn´t illegal by itself, but to own a ROM it is. It is all about copyright infringement. Only PD-ROMs are allowed and the VC Games of the Wii.
You can still say it is legal, but it won´t change

SaGa Series uses FF2's Level up system, the more you use a weapon/magic, the stronger it gets.

Indeed...its similar to Necron´s death (with more lights and explosions), because he also hides himself by his wings. But I prefer a ashes to ashes, dust to dust animation (it looks stylish^^), like the animation of the Dark Emperor and Light Emperor from FF2 (GBA)
Ultimecia has also a great die sequence. :)
