I don't think it is good to make a person cut her/his nails when she/he likes them long. Maybe you could tell Andy that you are o.k. with the long nails when he takes better care of himself with respect to other things (hair, clothing).The nails are very long, but obviously well-cared. Then Andy can keep the long nails that he obviously loves and you have a well-groomed friend.
