  • Yes it has to balanced and the current version of C-32 is not. It strips away primary rights, both moral and economic from authors and other creators under the guise of "fair dealing" while authorizing locks on digital content that are unreasonable and unworkable. But if creator's rights are not kept as the focus of the bill then it will make it even hard than it already is to survive as an author, musician or artist.
