Thonnir is following you because you were on a quest. He is part of the quest. I am not sure which quest he is from but if you complete that quest he will not follow you anymore. He isnt an actual companion, companions allow you more chat options. You can give them things to carry and tell them to wait somewhere. You can also tell them to go home.
