This is during a protest on the last night of the 2008 Republican National Convention in Saint Paul Minnesota--the night John McCain was in town to accept the Republican nomination for president. This is just after the protesters reached a bridge into downtown that was being blocked by the police. The police eventually used mace, tear gas, and "flash bang" canisters to disperse the crowd. 300 protesters and journalists were corralled onto the bridge where they were all placed under arrest.
