Well, that is not the directors fault.
It's boetie SA's fault or whoever compressed and loaded the video. The delay is not in the original film. In fact look at Yellow [this is actually Yellow] it has a bit better quality.

It's a compilation of different shorts made by the director Neill Blomkamp who is currently working on "District 9" with Peter Jackson. District 9 is based on one of Neill's shorts called "Alive in Joburg". You can find it here on youtube.
