What this is is a surge drill. It goes on daily i believe 1-2 a day. It is to intimidate people scoping out areas to plant a bomb and etc. One officer from each precinct meets in a designated area and go from that area to another designated area. there are 73 precincts, not always do they have one from EVERY precinct, it depends on precinct numbers and other determining factors.

you usually see this alot in manhattan.. it's like a demonstration i think to see how many units can respond to the inner-city in case of an emergency.. i live in one of the boroughs and last summer we had about 9 city blocks full of police cars, just because one cop got punched.. new york city is not the city to be messed with

30% of the NYPD have had thier licences revoked and or suspended, see how long this stays up here and research it!
