Gorgeous and well planned out tank. I bet those spiny eels are very happy you did your research first before buying them.

It's pool filter sand. Silica I believe. You can get it from DIY stores or swimming pools equipment stores.

can i keep elephant noses in a 3ft tank?

They would survive in a 3ft tank but I don't think that they would be very happy.
They like chasing each other at a very high speed and need lots of space as much as hiding places.
They are also quite territorial and they may be aggressive to others of the same species.
Feeding is the most challenging issue as they won't take flakes or pellets. Mine only eat bloodworms and daphnias (live or frozen).
They also grow quite large (9inches).
Hope that it helps.
