Yes definately. Using 2 different colors will make your look more interesting. Play around with color. Sometimes I'll use upto 5 different eye pencil colors in one look!

Can I prime my eyes with concealer and then apply loose powder or does it have to be foundation? I don't use foundation or base, just concealer.

Yes you can prime your eyes with concealer then powder. Just make sure you blend out the concealer well so it leaves a very even surface on your lids
