Well, technically, they're not zombies. The first few games, the citizens of Raccoon City are infected by the T-Virus, which is more like the traditional idea of how zombies should behave (Om nom nom), while RE4-5 is a bit more about freaky little parasites that make the host behave the way they do... For me, it doesn't get any scarier than having Mr. Chainsaw Man sneak up behind you and Leon's head falls off.
