A naval mine is a self-contained explosive device placed in water to destroy ships or submarines. Unlike depth charges, they are deposited and left to wait until they are triggered by the approach of or a contact with an enemy ship.
The guy with the white moustache is the famous author Clive Cussler, famous for his Dirk Pitt novels. Including Raise the Titanic, Deep six, and many others. Great reads if you like adventure and tails of treasure.
Mines are almost never laid in secret. You see a ship or a bunch of planes dropping blobs into the water, you gotta guess. The purpose of a mine field is to inexpensively redirect sea traffic or to permanently close a harbor. The clear areas could then be patrolled by many fewer ships and subs.
