There was not any sort of getting fuel in air at all.

Jack ass, F-4 fly at that speed at altitude, Iranan F-4s were flying low level, carrying bombs and they couldnt just fly directly into Iraqi air space, so they flew in between the Iraq and Turkey borders so they had to be aerial refueling for the mission to be possible.
