During the 1962-63 season, the NBA didn't have a network TV deal.
I suspect this was a local telecast from either KHJ-TV (now KCAL) Los Angeles, or from Channel 5 (once known as WHDH-TV, now WCVB-TV) in Boston.
However, Wolff never worked for either station. Maybe KHJ and WHDH pooled a telecast and agreed to use a "neutral" announcer.
FYI: Although the Lakers moved to the Los Angeles Forum when it opened in 1967, I believe the Los Angeles Sports Arena was only built in 1958.

I've died and gone to heaven.. I wish I had video of every existing pre-1980 nba game.
