Deducing from these comments, I am probably the only one who thinks that Arena and Pendragon aren't underrated, at least not in the terms of progressive rock. They are ones of the first groups that come into my mind when spoken of progressive rock and I am not even British. This music isn't for the masses, but I believe it is highly rated and appreciated among the proggers.

This music is intelligent and does not conform to the needs of throw away capitalism. It refuses to be easily packaged and demands something of the listener. It is why we love it and the rest limply follow vapid product that amuses but does not engage.
long live prog and my ability to revel in it and discover ever more great music.Truly classical music of the modern era.
I thought I was informed as an IQ,Also Eden,Cosmograf,Haken,Sean Filkins,Big Big Train fan etc then i discover these guys!!!

@dantehayyim12 They are massively under-rated. Many amazing British prog bands are. Pendragon especially. Been around for over 30 years, and barely heard of. It's a sad sight when these talented musicians miss out on the recognition they so deserve.
