They both play it and there's debate to which started it first. I know Georgia Tech started in 1970, and I haven't heard when Wisconsin started.

The only reason Maine plays that song is because of Wisconsin. When they were in the Frozen Four in Milwaukee (in '93, not '06), their band director was given several Wisconsin songs to play to appeal to the Milwaukee crowd (who were already pro-Maine since the Black Bears beat Minnesota to get into the Frozen Four in the first place, and the Badgers didn't make it that year), and the Bud Song stuck, you've been using it ever since.
