WPIX reshuffled their late news, eliminating the "New York-only" stories for more world and national news and syndicated it to the growing number of independent stations in the early 80's. It didn't last very long as these stations realized that their viewers weren't interested in news, they wanted live sports, movies and sitcom reruns.

We had this at 10:00pm on Channel 41 in Louisville, KY followed by The Benny Hill Show and Dave Allen At Large. This was in the early 1980's. Good stuff on local independent channels.

I'd like an MP3 of this, and ESPECIALLY the "bip-bip-bip" commercial outro song

"Independent Network News" lasted a decade (1980-'90)....

It was also seen on WGN in Chicago after the 9:00 news.
KCOP in Los Angeles aired this after each News 13 every evening. That opening title was an eye catcher for me as a kid.
