Remember SRABC. A= Check for patent airway clear and unobstructed.B= check breathing ,look listen and feel for up to 10 seconds. C= circulation, carotid pulse check. if no ABC then call for help and commence CPR.
he should check the airway properly by opening the mouth to check if there is any foreign matter inside. he may have collapsed after choking on something. This only takes a few seconds.
The conditions you describe are temporary. Someone fainting because of dehydration or hypoglycemia will regain at least some level consciousness and responsiveness. CPR is for completely unresponsive, fully unconscious people! BTW recently the value of chest compressions has been re-emphasized and now 30 compressions per 2 breaths are recommended

Unfortunately the current practice of CPR [which exhausts fuel from the body] avoids immediately rubbing a spoonful of honey inside mouth and/or injecting glucagon or rapidly providing GLUCOSE & hydration

the normal breath for any one :
cheildren (2years-14) =15-30 per/min
auldt(+15)=12-20 per/min
infant=30-60 per/min
and the respiration for adult =60-90 per/min
children =70-150 per/min
and infant 100-160 per/min
