The Department of Justice is a bureaucracy. Attorneys are given some freedom to do whatever cases they want independently unless the AG directly says do this or don't do that. It's not always orders from the top. Plus if, as the left says, he didn't have control of his own department, he also didn't have a role in this either.

The war between individualism and collectivism continues under the Obama administration. The same gameplan that the Bush team has been on is now being followed by the Obama team.
