It "could be" about lots of other things, yes, but it IS about heroin! Go to Wikipedia if you doubt so badly. Slash and Izzy wrote it about their addiction.

Used to do a lil but the lil wouldn't do it so the lil got more an more, just keep tryin to get a lil better, a llil better than before. Basically the human tolerance level to all drugs.. Always chasin that first high. "Chasin" the Dragon." NEVER will you find that high again, and youth is lost due to it. That shit'll kill ya, but it's FUCKIN' WORTH it.. HA..
