Or, they could showed her "Queen Form" as big foreshadowing of what Sailor Moon is becoming in the Future, and that Eternal Sailor Moon is basically the bridge that's connecting Sailor Moon with Neo Queen Serenity since this is Usagi's Last Form before Neo Queen Serenity.

Have you ever think that they put the Queen form just to represent her maturity? Yes, she have grown mature since the first season. Princess Serenity is still naive. It can be just a representation of her maturity. I don't know what i can comprehend more about this scene x)
