Umm...no You can do this with Adobe After Effects, You change the contrast and brightness with editing that into a new layer, because the light is brighter then your skin, it stands out, you add a echo with some glow and other technical stuff and thats what happens. Although you can make it slower.

so did you just stand back there and write with a flashlight or something? like backwards i guess?

long exposure camera, means it takes the picture for much longer than a second, and absorbs all the images, even as they move. This is why when someone is moving, the pciture blurs unless you have a precision camera.
