first off, yes this was a telephone number, prior to the 70's the exchange would have a name BEechwood is 23, so the complete number is 233-5789.
The first 2 letters are the exchange code, 3 is the frame and the last are subscriber.
The rules also were, area code was always, first digit was anything BUT a 1 or O, second 1 or 0, third same as the first.
But, there were exceptions, such as 800 numbers, and others.
And an ENterprise number is always free.
