I know how this was done now. The video was filmed on top of wherever and they stood on top of a helipad or pad not too near the edge of the building while the dolly tracks went around the edge of the building. But this footage has been slowed down because originally the performers had to do their moves at very fast speeds while the camera moved around. I know this because I saw some filming footage on youtube.

@FrancisIdents It wasn't that high. Atop News International, Artichoke Road I believe. Erected on a large helipad.
