He won't upgrade because it's not necessary at early rounds like 18, the ray gun is still powerful enough to serve as a good primary, and after he pack-a-punches it, he'll have to rely on a max ammo to keep it loaded. The best time to use upgraded weapons is when you're out of options and your hp damage is too petty to be effective. (around round 30)
