I think they were like oh wouldn't it be nice to show Mickey with a pet because we all love having pets, and they didn't think about the fact that they are all animals and here is this one animal that is still an animal. And if we are going with things that make no sense...Look at the size ratio. Either Mickey is a HUGE sewer rat or Pluto never grew from the size of a newborn pup. I mean seriously a mouse and dog the same size?! Silly Disney.

I feel like if i was clever enough to be an animator like this, i would do this sort of thing on purpose and then get really excited when someone notices. OH YES YOU'VE NOTED THE PARADOX! NOW PROCEED TO THE ANSWER, IT'S HIDDEN WITHIN MY FRIEND etc etc. hopefully it's get to some sort of obscenely intricate National-Treasure level shenanigans, resulting in the theft of some original mickey polaroids. :D

You know I never thought of Goffy as a dog, in fact I don't know what I thought he was? I do know as a kid his cry or laugh became a precursor in my childlike mind to espect some form of pratfull or incident for him.

you answered the question yourself, pluto is mickey's cute little side kick pet, doggy attributes on pluto don't take away the spot light from the central character 'mickey mouse'. goofy is his own character so takes on human attrributes tobe more entertaining. Th.. th... th... th... th... Thats all folks!!
