Hey I forgot don't you need to be admin to create a new user using this because its just like changing a user password in command prompt, its required to be admin

On OS XP its easy to make account without any knowing about this from computer user. he must just run batch file.

On W7 computer user must be logged as administrator if he's not then you cant create new user because it says that you dont have privileges to do this.

but yeah you dont need to run on admin rights, even on a normal account you can right click and run as admin
