a president tried to use only volunteerism to help people in need b4, Hoover the president that was in office at the start of the great depression, it didnt work. companies wont help, no profit, and charities are not lucrative enough to rebuild a whole city. only government could spend money to save these people. in an attempt to not sound ignorant about the aftermath of Katrina you make a broad generalization of the role of government. government is the ONLY entity that CAN take responsibility
