It's a little hard to see in this video, but what he is doing is taking the molex connector (the big 20 pin connector that connects to your mother board) and shorting the green wire to a black wire.
This turns your power supply on and off.

guys, never go with a crappy power supply. Always make sure you get a good one, cause a low-end or built-in PSU can and will fry your GPU and/or mobo/cpu/etc.
I'd rather pay more at first out of my pocket than lose 600$ in hardware.

@ shewasahooa Its not dangerous at all, if you know anything about electronics, which i can see you don't, this is the best way to test a PSU. you connect the black and green lead to turn on the PSU and you can read current and voltage on each lead. a PSU tester does not apply a load to the PSU and will give you a reading that it is good all the time, even if it is not bad. a good PSU should be able to pump out 30 amps with a load.

U not testing PSU just making sure it comes on , some times it does but u not checking +5 +3.3 +12 and other voltages .... think

@firestream101 No it turns on all the voltage power at each colored wire pin, 12v, 3.3v 5v ect.

@shewasahooa No actually its not, He just did the same thing as you pushing your button on your computer. All he did was jump the green wire to any black wire. Its one of the best ways to test the power supply out of the tower. What kills a power supply is all the dust that you allow to collect in it, they do need to be cleaned out once a month.
