What voltage is the lazer rated at?
does it matter if you using too much or too little voltage?
I mean can I damage magnet wire with high voltage from a wimshurst?

No! Don't use this with ANY laser diode. Electrostatics will destroy laser diodes!

Yes. Cathode and anode connections. Unless connected properly, the tube will not lase.

can I use any barcode scanner to extract HeNe laser tubes? or do newer have diode lasers?

Newer ones are diode laser based. You want something from the 80's. Early 90's possibly (I think I saw one dated as late as 91', but don't quote me), but mostly 80's. If you search the web, you can get a deal on one from time to time.
