Sapphire skimmers were designed to work properly with the water level up nearly to where the collection cup interfaced with the skimmer body and and almost as low as just covering only the pump itself. His water height in the video should be fine. However, I'm assuming the water in the sink is fresh water and not salt water. Any skimmer will not operate properly in fresh water, which would explain why you're seeing these problems in the video.
