Its more of a Double Wing formation I think, on my DW team we call this formation Split right, where the backs are in a split set with the wingback on the right side

He's not lined up outside the TE. In a traditional Wing T the HB is lined up behind the OT to the split end side with the FB directly behind the QB and the WB outside and behind the TE in the backfield, usually at a 45 degree angle to the LOS.
