As you can see, each 'star' in the skills sign represents a perk that you can get when you level up and gain perk points.

Also, some skills (like individual weapon skills) have been condensed, BUT the perks allow for seperete specializations for each weapon. Such as in the Two-hander skill, there is a perk tree for warhammers, axes, greatswords, etc...

Admittedly, a lot of stuff from Morrowind, and even Oblivion was condensed or just thrown out, but when you think about it and actually play the game. it makes sense what they got rid off or changed.
