This was on my second last day of my 2 and a half month trip!
The Eiffel tower was blue in Summer 2008 because of France's presidency in the European Union at the time. Same with the stars on the front (like the EU flag). This video does not do the sparkling lights any justice, they were so incredible to see in person. :D They also went on for a full 10 minutes, and continually kept getter faster and the tower bluer.
