I live in the area, just in the building the guy is showing around the 1:00 mark, it doesn't feel that dangerous (well, now a little bit more : it's dark and they cut off the public lighting – but there are no longer random people fooling around with amateur cameras shooting jerky footage showing absolutely nothing of interest).

The grumpy old woman at 0:30 is a neighbour, she's shouting "there's nothing here, go to Sergent Vigné street, you're all pissing me off!".
