M. Bison, known in Japan as Vega (ベガ ,Bega), is a video game character created by Capcom. First introduced in Street Fighter II: The World Warrior, the character is a recurring boss and antagonist in the Street Fighter series of fighting games. A would-be world dictator, a pure impersonation of evil on world, M. Bison's ambition is to control the world's governments through his covert crime syndicate, Shadaloo (シャドルー ,Shadorū?, sometimes spelled as "Shadoloo", "Shadowloo" or "Shadowlaw"). He serves as the host of Street Fighter II 's fighting tournament and is the last opponent fought in the game. Several Street Fighter characters — including Guile, T. Hawk, Cammy, Rose and Chun-Li — have their personal vendettas against M. Bison and have entered the tournament in the hope of having a shot at him. M. Bison wields Psycho Power, an evil energy which makes itself manifest as blue or purple flames and electricity. The character was named the 30th most diabolical video game villain of all time by PC World.

Shao Kahn is a boss and recurring playable character from the Mortal Kombat fighting game series. One of the primary villains in the Mortal Kombat series, Shao Kahn (often misspelled as Shao Khan) is the Emperor of Outworld. He resembles an Asian warrior-king in many respects, and embodies evil in many forms. He is known for his godlike strength, extreme callousness, brutality and his enjoyment of executions, but rises above the level of a mere warlord through his intelligence and knowledge of black magic. Like his subordinate Shang Tsung, he has the power to consume others' souls. His greatest strength is probably his ability to work towards his goals with great tenacity and his ability to organize, but his greatest weaknesses are his arrogance and his overconfidence.

Hahahaa...let's say that Shao Kahn was in Street Fighter Alpha 3, and he was a hidden unlockable character. I Guarantee you that M. Bison will not be a cake walk in the park...M. Bison has real crazy moves that could pretty much make Shao Kahn cry and beg for mercy.
