Not from the eighties, I remember this from before then- I seem to remember other shorts with this same animation style and sound, and all of them were subconsciously creepy like this one...

Would anyone out there happen to have one of Kermit's famous lectures? The one I'm thinking of is from the mid to late seventies. He's teaching kids how to cross the street safely by reading the DON'T WALK/WALK sign.
