If they laced their artillery rounds, small arms, and tank shells with white phosphorous, that would be in violation of the Geneva Convetion and Laws of Armed Conflict.
They did not do that, thus they did not violate any laws.

It is also illegal to use any form of weapon in populated areas, but there are situations within the geneva convetion known as 'exceptions' which apply to to the use of WP, as well as things like artillery and air strikes.
