The Total Sanitation Campaign seeks to make every village in India clean and Open defecation free. One strong component of the project is building individual household toilets. Cleaning drains, managing grey water and waste water and solid waste are also important components.
In this case study we examine a Gram Panchayat in Bangalore Rural District where households have been motivated to build their own pour flush single pit toilets. Led by a charismatic and driven IAS officer called Dr Manjula who was then the CEO of the Bangalore Rural District, government officials and Gram Panchayats were motivated to go door to door and convince people to build their own household toilets.
Below Poverty line families received an incentive of Rs 2200/- with an additional Rs 700 /- for families from the SC/ST community. When an entire Gram Panchayat achieves total sanitation it becomes eligible for the Nirmal Gram Puraskar, a village cleanliness reward from the Govt Of India.
