The proposed devolved Governments will transfer most of all public services to the regional and county governments if the harmonized draft constitution is enacted. Some of the casualties of this arrangement will be the top provincial administrators who will be phased out to be replaced by regional governors who will be elected chief executives of the regions. However, judicial, education and national security services will remain with national government.
We expect the new Katiba to drive transparency in the distribution and spending of public funds.

Please get rid of the illiterate councilors especially in Nairobi, Mombasa, Kisumu and Nakuru please. Let people with degrees only be legible to vie.

Good the provincial administration is being scrapped, can they do the same with the useless councils like Nairobi. They have failed in service delivery big time.
