This new signaling systen is confusing and foolish. Red means stop and it has the highest priority. Red should be on top. Yellow means the light is about to turn red, be prepared to stop, and therefore is located in the middle just below red. Green means proceed with caution and is least important and therefore at the bottom of a vertical stack. Solid green means proceed with caution. A green arrow means you have a signal protected turn. Any other arrangement is dangerous and confusing.

RHD Ireland uses the flashing permissive yellow at some left-turn junctions. LHD France also uses flashing yellow at some junctions instead of a green light.

@HarryBalszak: Drivers turning left must yield to oncoming traffic. Nowadays, a flashing yellow arrow is used.
JM: In Canada? I've driven all over the US for 40 years and I've never seen a flashing yellow turn arrow. I've never seen a yellow light at the bottom of the stack either. Top down it should be red yellow green. Nowdays I see a LOT of lights being turned on their side...that's wrong. Drivers expect to see them stacked with red at the top.....for max visibility...and green at bottom.

@StarFighters76 Only this is a better variant so you know when to turn. The left turn yield on green, however.

Where I live, moreso recently in some areas, they are applying the flashing yellow arrow. I never understood the point of it since it's another way of saying "left turn yield on green".
