@expatted, no, no action should be taken without some sort of hearing or trial. Inicte him under the appropriate statutes, have a trial, and ONLY if he is found guilty should the appropriate action be taken. Yes, I know this may be unsatisfactory to everybody concerned, but it is really the only possible way to go.
