Why the crime rate fell suddenly - not just in New York but in cities all across America - in the early 90's has already been explained...because of the Supreme Court ruling of Roe vs. Wade, which legalized abortion in the 1970's. Thus, a whole generation of children were not born, most from poverty stricken urban centers. These unborn kids, particularly the males, never grew up to reach their prime crime-committing years (16-24). And so crime everywhere fell in the early 90's.
