Well in part the issue is keeping people more or less drugged. But, better than that is keeping them uneducated. And, poor, and wait.. Not even able to access medical care. Now that instills total control.

Medical Profesional like to call it:

Forced Isolation.

It's where you can't even leave your own home. Or want to. Now that's control.
