Viet Nam's investment is actually flowing at an alarming rate and the government wants their military privacy, try getting into Area 51. Let's correct a fallacy here. The US did NOT invade Vietnam. We were asked there to assist in the resistance to communism and aggression by the government of the Republic of Viet Nam. The Americans did NOT lose the war. The communists overwhelmed the southern troops in 1975. The Americans left in 1973.
