Why? Because individual people are the ones discarding their trash right on the ground instead of in the "proper" disposal containers. So to prevent litter, the quickest and easiest way to start is with the consumers... throw your trash in trash cans and not right on the ground!
Why do we always blame individuals for litter? Manufacturers have actively dismantled refillable container and deposit legislation. The design and market disposable products and packaging with no end of life systems to reclaim and reuse. This has to stop! Legislate to make bottlers and other manufacturers of trash responsible for reclaiming and reusing the trash their products cause.
