Guile - j.MK and j.HK
C.Viper - j.LK

INFO: E.Honda is also a great character doing "weird" cross ups on.
INFO 2: Of cours there are more cross ups than these that I've showed you.
INFO 3: It's easy to do the "weird" cross ups when your opponent is in the corner. So, take your chance!

WHY?: Why use (for example) Guile's j.LK as a cross up on Hakan when you can use j.HK (which is one of the simplest "weird" cross ups).

Ken's j.HP is tricky but also works in everybody (not sure about the new characters though)

Sakura's j.HP can crossup against everyone. Dudley's and Balrog's are way more interesting imo because they traditionally don't have any crossups.
