West Cajon Phelan Residents Concerned About Paint-Ball Park

(Best Syndication) West Cajon and Phelan resident Tom Mason spoke at the Phelan Municipal Advisory Council (MAC) meeting on October 11th 2007 concerning paint-ball games being played on a property in his area. Local property owners are concerned about the noise and the danger to horses and children.

"I am here to try to enlist the Phelan MAC with issue of a land owner over there who has installed a professional paint-ball park," Mason said.

The play has been going on for a year now, and the property owner has applied for a conditional use permit (CUP). "He has used the guise that it is for his children and friends", Mason added. There are 8 to 20 cars per weekend, and Mason asked the MAC to assist him in getting this CUP squashed. "It is not conducive to the area, it is disruptive to the community, it's a danger to the children walking and riding their horses, and it is a deadly sport."

The property owner is not charging people to play on his property, but he owns three paint-ball shops down the hill. The customers buy their supplies and use his land for free.

MAC member Marylyn McNamara asked Mason if he had talked to the county about the zoning. Mason said he had, and the county officials told him "the zoning can only tell you what you can do; it doesn't tell you what you can't do.

"He (a county official) told me that I can have four horses on my land, but I can't ride them, legally. I can have a hundred chickens but the code doesn't say I can collect the eggs. He maintains that a 10 foot fence that surrounds this individual's playing area (a hundred by about a hundred and fifty or two hundred feet)."

The paint-ball area has been a problem for the horses, according to another resident. "Any sports oriented activity requiring a remote location, including but not limited to a rifle range, archery and a couple others is not prohibited in that area without a conditional use permit... My horse has been injured because of this paint-ball... It sounds like Iraq."

After weeks of reading over documents and codes, she could not find anything that would give the landowner permission to make such loud noises. When the paint-balling began again they called the Sheriff.

"Code enforcement told them (the Sheriff's office) that it was OK for them to paint-ball and they didn't have to respond to it," the speaker added.

I have been there in 1991, and I can tell you PAINTBALL is nothing like Iraq!!!!! or even close to a WAR Zone!!! There's no DEath, no killing.. that again shows your Ignorance, maam.......

  • O my god, paintball markers are sooo loud! I have to wear ear plugs everytime I play. Idiot! Why don't you mind your own business a quit video taping nothing. Who cares what they are doing on PRIVATE land. Your probably one of those people that would move right into the flight path of Ontario or hell, even the old George AFB and complain about the noise from the air traffic.

  • Give it up, you'll never get it. What part of the wrong zoning don't you get????? It's pretty simple to me. It's either allowed or not.....and it's not without a permit and he doesn't qualify for a permit and can't. Not my problem, I'm in the right zone for my use.
