let me put this in perspective the best way i can.
either "THE REAL HIPHOP FANS ARE BROKE OR JUST CHEAP", because i know that there's gotta be at least 1 MILLION real hiphop fans in the world.
but if BRANDNUBIANS put an album out today, that shit wont even go GOLD.
but if LIL WAYNE, HURRICANE CRIS, GUCCI MANE, & SOULJA BOY drop an album today, all there albums will go PLATINUM easily.
so THE REAL HIPHOP fans just dont buy albums no more, & the MAINSTREAM fans buy there rappers albums

"x" number of underground heads doesn't come close to the number of commercial rap listeners.
mainstream labels spend millions on advertisement, promotional material for radio stations etc. which would mean more exposure.
Go to your average record store, how many albums are there that you actually want to buy? Usually the underground section is tiny. There is simply less demand, as much as I hate to say that.
