you should plant a fake newspaper for him that has his picture on the front page with the head line banner reading " MYSTERIOUS WINO SOUGHT BY POLICE FOR QUESTIONING AS RASH OF NEWSPAPER THEFTS GRIPS THE COUNTRY"

thanks well i havent had any more problems since im always on the look out now so yeah but yeah i do receive it "tampered" with at times but other than that its ok now its a shame ppl have to resort to stealing

Newspapers are not considered mail and people steal them with impunity because they know the cops aren't going to bother with it. But opening another persons mail is a felony. Even getting into their mailbox is. Report it to the nearest post office.
